ELECTION PROCEDURES
These procedures reflect those addressed by the National
Bylaws, those in the Flight Manual and as supplemented.
These
procedures mirror those of the national organization, and
are only modified as needed to fit our unique circumstances
in Flight # 16. A reference number is provided where they
are the same or very similar to National Bylaws(BL) or
Flight Manual (FM) Procedures. Flight election procedures
are new and must have the quorum approval of the flight
membership.
1.
FLIGHT OFFICER ELECTIONS.
A.. The flight membership shall elect a Flight Captain, Vice
Flight Captain, Flight Treasurer, and Flight Provost
Marshal.(BL 7.03)
B. The Flight Captain shall appoint his Adjutant.(7.03)
C. Elections will be held in December in order to install
the newly elected/appointed fight Officers in January of
each year.(Flt Manual sec VI F)
D. The Flight Captain will appoint a three member nominating
committee from the active membership NLT 1 December of each
year.(BL 6.05)
E. The Nominating Committee will present a slate of
nominees, as well as any nominations from the floor, for
each elected Flight Officer position at a meeting of the
membership in December for a Quorum vote by active flight
members.(6.05)
F. A vote by a quorum, 25 active members at a meeting of the
membership, or if by mail, a majority vote of active
flight members is required to elect any flight officer.(BL
4.11-.12)
G. The definition of a quorum is based on participation
numbers at our monthly luncheons and is subject to change as
participation changes. Each nominating committee will
reevaluate and determine if the current definition is
reasonable. Submit to the Provost Marshal a current
assessment and recommendation to modify or retain the
definition of "a quorum" for the upcoming election. A
majority vote by the elected flight officers and adjutant is
required to change the definition of "quorum". In any case,
the final determination, if a quorum is present, rests with
the presiding officer.
H. A quorum vote is passed to the affirmative when a
majority of the members, present or polled, vote to the
affirmative; this then to be deemed a vote of the
membership. Any tie vote will be decided by the elected
flight officer or , in the case of the adjutant, flight
officer presiding at the meeting.(BL 4.12b(2))
I. Within one month of being elected, the Flight Captain
will appoint a Flight Adjutant, Finance Committee, and other
committee chairpersons to carry on the work of the flight.
Such committee members or chairpersons shall serve at the
pleasure of the Flight Captain and serve in an advisory
capacity only.(BL 9.01)
J. Should an elected officer resign or otherwise not be able
to serve, the remaining elected/appointed flight
officers(Flt CC,CV,Treasurer, PM, and ADJ) are empowered to
select, by their majority vote, a member in good standing to
fill that office for the remainder of the term.(BL6.06).
K.
Amendments to voting/election procedures must be approved by
a quorum majority vote, or if by mail, a majority vote
of the active membership. |
Flight Scholarship/Savings Account:
1. Lemay Flight 16, Order of Daedalians was granted
501(c)(3) tax exempt status on August 31, 2007.
Therefore, it is necessary that we institute banking
procedures that will insure separation of Scholarship
Funds from Operating Funds.
2. Effective immediately, monies deposited into the checking
account may be used as required for operating
expenses. As appropriate, some of these monies may be
transferred into the scholarship/Savings account.
HOWEVER, monies may not be transferred from the
Scholarship/Savings account into the checking account.
Monies donated to the Flight or monies earned through
specific activities for the Scholarship Fund will be
deposited directly into the Scholarship/Savings account.
3. Receipts will be issued to individual donors to the
Scholarship Fund.
